In District 4, in northeast Charlotte, Greg Phipps also wins big, over Wil Russell, and will face independent, former Occupy Charlotte spokesman Michael Zytkow.Phipps captured 72 percent of the vote, Russell almost 28 percent.

Phipps came up a vote or two shy of winning last month's primary outright. He needed 40-percent of the vote; he finished with 39.97 percent.
